On August 23, 2019 in the National Institute for Strategic Studies(NISS) a meeting occurred between Oleksandr Lytvynenko, Director of the NISS, and representatives of the NATO Liaison Office in Ukraine (NLO), defence advisors Phil Jones and Ted Donelli. The meeting was also attended by Valentyn Horovenko, Head of Department of Military and Military-Economic Policy, and Oksana Shcherba, leading specialist of the Department of External Communications. The meeting was dedicated to the discussion on development of the new National Security Strategy and reforming of security sector in Ukraine.
