On August 8, 2019 in the office of the National Security and Defense Council of Ukraine (NSDC) a meeting took place between the USA delegation and the leadership and experts of the National Institute for Strategic Studies (NISS). The NISS was represented by Vasyl Yablonskyi, Acting Director of the Institute, Kostyantyn Kononenko, Deputy Director of the Institute, and Valentyn Horovenko, Head of Department of Military and Military-Economic Policy.
The meeting took place in frames of the visit to Ukraine of Donald Winter, former Chief Executive Officer of the United States Navy (USN), and Senior Advisor of the USA regarding the military-industrial complex of Ukraine. The third visit of Dr. Winter was aimed at continuation of the dialogue with the Office of the President of Ukraine and the leadership of the Defence Committees, and it would provide Dr. Winter with information necessary for development of guidance at a strategic level regarding implementation of the Defence reform.
Aside of Dr. Winter, the USA delegation was also represented by Chargé d’Affaires a.i. William B. Taylor, Ambassador Extraordinary and Plenipotentiary of the USA in Ukraine (2006-2009), and other officials.
The meeting was dedicated to debates over current state of implementation of the Defence reform in Ukraine, and ways of potential cooperation regarding researches in security, military-industrial and socio-economic fields.
